He Jiepeng is a PRC-qualified lawyer with over seven years of legal practice experience in China. Since 2024, he has been practising in Laos as a foreign legal consultant, focusing on cross-border investments, infrastructure development, and energy projects across Southeast Asia.

His principal areas of practice include energy and power projects, public-private partnership (PPP) and concession arrangements, infrastructure development, banking and financial regulatory compliance, corporate governance, and cross-border investment structuring.

Mr. He has extensive experience advising on the development and financing of large-scale energy and infrastructure projects throughout Laos and the wider Southeast Asian region. His work covers project establishment and market entry, investment structuring, concession negotiations, project financing, regulatory compliance, risk management, and strategic legal advisory services.

His representative clients include entities involved in the China–Laos Railway Project, China General Nuclear Power Group (CGN), China Gezhouba Group, and various publicly listed companies in Mainland China and Hong Kong.

Combining a strong understanding of the Lao legal and regulatory environment with practical commercial insight, Mr. He assists investors, developers, lenders, contractors, and project sponsors in navigating complex cross-border transactions and achieving successful project implementation in Southeast Asia.

Prior to relocating to Laos, Mr. He accumulated substantial legal practice experience in China, advising state-owned enterprises, multinational corporations, and listed companies on infrastructure, energy, financing, and cross-border investment matters. His combined experience in both China and Laos enables him to provide practical and commercially focused legal solutions for Chinese enterprises expanding into Southeast Asia and international investors entering the Lao market.
